(AP) ? An attorney for Lindsay Lohan says he expects the actress will be cleared of a charge that she hit a woman in a Manhattan nightclub.

Lawyer Mark Heller said Thursday that Lohan is being targeted because of her fame.

The "Mean Girls" star was arrested by New York police around 4 a.m. Thursday and charged with third-degree assault, a misdemeanor.

The woman in the club did not require medical attention, and Lohan was released hours later.

Prosecutors in Santa Monica also charged Lohan on Thursday with lying to police and reckless driving involving a June accident on Pacific Coast Highway.

The charge could trigger a probation violation and another jail sentence for the 26-year-old.

Just like people, families or communities, organizations have a distinctive personality. This is the label or stereotype that people use to manage their relationships with the many organizations with whom they interface: schools, churches, their governments,? corporations, etc. The more complex the relationship (or the more it impacts us) the more detailed understanding of that organization we build.

I argue here that, the an organization?s willingness to be open and engaging (i.e. share decision making), the more people will judge, early in their relationship, the degree of openness an organization holds, or framed differently ? their culture of consultation. This initial assessment guides their subsequent decisions on if and how they will invest their time and emotional energies to become engaged.

What this means to organizations for attracting people to our awareness sessions, education programs, online engagements, or other initiatives for shared decision making, is that we need to be mindful of the authenticity of our previous engagement efforts. This legacy can either hinder or help us going forward, but don?t be mistaken that our record on authentic engagement is benign when people consider an invitation to get engaged.

This may mean that to build or re-build relationships we may have to over-scope our engagement to draw people in and demonstrate a true culture of consultation. This can get further complicated when trying to obtain internal buy-in, in the absence of an organizational culture of consultation.

It may sound like I am blaming the victim here, but my experience tells me that a stakeholder group?s past experience with an organization can be a disadvantage moving forward and needs to be addressed if building social capital will bring a positive return on investment.

Researchers identify ways to exploit 'cloud browsers' for large-scale, anonymous computing

ScienceDaily (Nov. 28, 2012) ? Researchers from North Carolina State University and the University of Oregon have found a way to exploit cloud-based Web browsers, using them to perform large-scale computing tasks anonymously. The finding has potential ramifications for the security of "cloud browser" services.

At issue are cloud browsers, which create a Web interface in the cloud so that computing is done there rather than on a user's machine. This is particularly useful for mobile devices, such as smartphones, which have limited computing power.The cloud-computing paradigm pools the computational power and storage of multiple computers, allowing shared resources for multiple users.

"Think of a cloud browser as being just like the browser on your desktop computer, but working entirely in the cloud and providing only the resulting image to your screen," says Dr. William Enck, an assistant professor of computer science at NC State and co-author of a paper describing the research.

Because these cloud browsers are designed to perform complex functions, the researchers wanted to see if they could be used to perform a series of large-scale computations that had nothing to do with browsing. Specifically, the researchers wanted to determine if they could perform those functions using the "MapReduce" technique developed by Google, which facilitates coordinated computation involving parallel efforts by multiple machines.

The research team knew that coordinating any new series of computations would entail passing large packets of data between different nodes, or cloud browsers. To address this challenge, researchers stored data packets on bit.ly and other URL-shortening sites, and then passed the resulting "links" between various nodes.

Using this technique, the researchers were able to perform standard computation functions using data packets that were 1, 10 and 100 megabytes in size. "It could have been much larger," Enck says, "but we did not want to be an undue burden on any of the free services we were using."

"We've shown that this can be done," Enck adds. "And one of the broader ramifications of this is that it could be done anonymously. For instance, a third party could easily abuse these systems, taking the free computational power and using it to crack passwords."

However, Enck says cloud browsers can protect themselves to some extent by requiring users to create accounts -- and then putting limits on how those accounts are used. This would make it easier to detect potential problems.

The paper, "Abusing Cloud-Based Browsers for Fun and Profit," will be presented Dec. 6 at the 2012 Annual Computer Security Applications Conference in Orlando, Fla. The paper was co-authored by Vasant Tendulkar and Ashwin Shashidharan, graduate students at NC State, and Joe Pletcher, Ryan Snyder and Dr. Kevin Butler, of the University of Oregon. The research was supported by the National Science Foundation and the U.S. Army Research Office.

Man arrested after incident with Romney motorcade

(AP) ? The Secret Service said Thursday a man interfered with a motorcade carrying Republican presidential nominee Mitt Romney as his vehicle arrived at a secure checkpoint near the White House. The man was later arrested after he became combative during an interview with a police officer.

Secret Service spokesman Max Milien said the man, who was not identified, was standing near a security entrance to the White House and got in the motorcade's way. The vehicle stopped briefly at the security gate and then entered the White House complex.

Milien says the man was later interviewed by a uniform division officer and became combative. He was charged with assault on a police officer and unlawful entry.

Romney came to the White House for lunch with Obama, their first meeting since the election.

A CNN video of the incident shows a man briefly heckling Romney near the passenger side of the SUV before the vehicle proceeded through the gates and onto the grounds of the White House.

President Barack Obama has proposed raising taxes on the rich to put America's fiscal house in order, but critics say federal spending is so massive that the wealthy don't have enough money to cover the nation's unprecedented debt.

In an?interview?with MSNBC's Andrea Mitchell, Rep. Tom Price (R-GA) said President Barack Obama's plan to raise taxes on the wealthy would only generate enough revenue to fund the federal government for eight days.

"The president?s plan to increase taxes on the upper two percent covers the spending by this federal government not for eight years, not for eight months, not for eight weeks but for eight days. Eight days only," said Mr. Price. "It?s not a real solution. So, again, I?m puzzled by an administration that seems to be more interested in raising tax rates than in gaining economic vitality."

The problem is that the rich don't have enough money to put so much as a dent in America's $16 trillion national debt. "If the IRS grabbed 100 percent of income over $1 million, the take would be just $616 billion,"?writes?John?Stossel. "That?s only a third of this year?s deficit. Our national debt would continue to explode."

Google hacked in Romania and Pakistan? Not quite

There were reports this past?week?that Google's Romanian and Pakistani portals,?Google.ro and Google.com.pk,?had been hacked. But?if you're worried about the security?of your Google account info, you can relax: By most standards, this was?nothing like a "real" hack. But it does show off another way?that hackers can?mess with the system.

It's true that people throughout the world found themselves looking not at the familiar search engine page?but at a message from a proud hacker, it wasn't?Google that?got hacked. What happened was?something called "DNS cache poisoning." While it sounds serious, it's not a security breach ? more like a bad rumor going around the Internet.

DNS, or the?domain name system, is how the Internet keeps track of itself. With billions of websites corresponding to billions of IP (Internet protocol)?addresses, many of which are constantly shifting, keeping track of which site goes with which address is an incredibly complicated job.

Furthermore, because authorities and methods differ between countries and regions, there are many DNS servers with conflicting information. Sometimes one mistake can be amplified and experienced around the world.

To help you visualize DNS, imagine you're on a long street lined with shops. You know what?shop you want, but you don't actually know which door to enter, and not only that, but?they keep rearranging the signs. To get to your destination, you have to ask the helpful people in the street, all of whom are more or less familiar with which door is which.

You tell?one of these guides: "I'm going to Google." Chances are he knows, and will reply, "It's the red door with the white sign." If he isn't sure, he asks his neighbor, who might be a little more up to date. And if that neighbor doesn't know, he'll ask his neighbor, and so on. Usually these guys are pretty knowledgeable, and every fresh query updates their?outdated information.

But because this system is based on trust,?false information can still?be spread, either intentionally or not. Someone might start a rumor that Google's door was blue with a green sign, hoping to drive traffic to this other door instead. The majority of guides knows not to trust such?random rumors, but everyone makes mistakes. So sometimes that information?will travel all the way up and down the line until?someone points out that the blue door does not in fact go to Google.

Starting a "rumor" like that in the domain name system is called poisoning or spoofing the DNS. It begins?when a normally reliable DNS server?reports incorrect?domain data. That information may simply be a mistake, as with a?Google outage earlier this month stemming from an error in Indonesia.

Or it may be?deliberate,?as the case appears to be this time: Someone got the servers managing the ".ro" Romanian domain to announce not just the wrong IP address for Google.ro, but a specific wrong IP of that person's choosing, pointing to their own webpage touting the "hack." Similarly, in Pakistan, the records for nearly 300 sites, including Google's and Apple's, were deliberately?rewritten.

The result: Millions of people who tried to use Google were steered to some hacker's site (which fortunately did not not host any malware or other objectionable content). But it's important to note that?Google itself was untouched. No matter how many people are directed to the wrong "door," the data and accounts that Google comprises are as safe as they've ever been.

In contrast, a "real" hack would be if someone actually gained access to Google's data ? its own code, or?user names, emails and passwords, that sort of thing. It's the difference between burglarizing a store and giving out bad directions to the store. That said, a DNS redirect around?Google means trouble for?the company, not to mention for?those who manage the Romanian and Pakistani DNS servers. Any security breach would have been on their side, so they've got more to worry about.

There's not much anyone at home can do to "protect" against this kind of Internet fraud, except make sure their computer's malware protection is up to date. DNS spoofing has to be resolved on a higher level, and the solution takes time to propagate. If you encounter a page that seems to be broken or defaced, don't linger or click around. Leave the site and give the system administrators time to sort it out before you go back. Chances are, the admins?are already on the case ? they would have been among the first to notice that their own site was broken, after all.

Senate takes up UN disability treaty

(AP) ? A U.N. treaty promoting equal rights for the disabled faced an uncertain future in the Senate Tuesday as Republicans objected to taking up an international treaty during a lame-duck session of Congress and expressed concerns about ceding authority to the United Nations.

Supporters of the Convention on the Rights of Persons with Disabilities, which was signed by the George W. Bush administration in 2006, stressed that it was modeled after the 1990 Americans with Disabilities Act and required no changes in U.S. law.

But 36 Republicans in September signed a letter opposing any action on international treaties during the post-election session. The opposition has more than enough to defeat the treaty, which needs a two-thirds majority to be ratified.

The Senate voted 61-36 to move the treaty to the floor for debate.

The convention has been signed by 154 nations and ratified by 126 of those nations. President Barack Obama signed it in 2009.

Sen. John Kerry, D-Mass., chairman of the Senate Foreign Relations Committee, said the impact of the treaty "will echo around the world." He said the Americans with Disabilities Act is the gold standard for protecting the rights of the disabled and the treaty would "take that gold standard and extend it to countries that have never heard of disability rights." He said that it would benefit disabled American veterans who want to travel or work abroad.

The Leadership Conference on Civil and Human Rights, which represents more than 210 national organizations, said ratification "will reflect U.S. commitment to disability rights and core American values such as the dignity of the individual, access to justice and the right to education."

But opponents, led by Republican Sen. Mike Lee of Utah, say that international treaties are by their nature a threat to American sovereign authority. Lee also says treaty provisions referring to the "best interests of the child" could lead to the state, and not parents, deciding what is in a child's best interest and that language stating that the disabled should have equal rights to reproductive health services could lead to abortions.

That, said Kerry, was "absolutely, positively, factually inaccurate." He said the treaty only states that a country's laws permitting or banning health procedures should apply to the disabled as well.

There's a line for Ashly, a few years ago. Below that a line for Ramses, and under that, a line for Axel. All three children are now much taller than when the markings started.

Not far from the markings, Ramses, now four, and Axel, now two, share a bed and watch a movie about a superhero. It's entertaining to kids with super-complicated conditions.

"I don't know how to explain it, but I'm very concerned for my sons," said their mother, Erica Dominguez in broken English.

Ramses has a heart condition and a throat defect. He was, at one time, on the heart transplant list at Children's Medical Center. He can't swallow whole foods. He has treatments and doctors appointments every three months, at least, Erica said. Axel was born with water on his brain. The effects of that are not completely known.

Erica came to the United States from Mexico, and then gave birth to three children. The oldest child, Ashly, is now 8.

In 2010, Erica was caught shoplifting $60 worth of merchandise from a Macy's. She plead guilty and completed her probation.

"It's something dumb that I did," she said through a translator.

She has now been ordered to leave the country.

"I don't want to go back to Mexico," she said. "I want to stay here for [my sons'] treatment."

Erica has been told she can take her children with her, or leave them here with their father, who works two jobs.

"I don't want them to suffer for the mistake I made," she said.

Erica appealed the deportation order, providing the U.S. Immigration and Customs Enforcement (ICE) with stacks of medical records, including a letter from a pediatrician stating it is in Ramses' best interest for his mother to remain in Dallas. She also gave them a letter from a Children's Medical Center social worker saying he was at risk of "serious health complications including sudden death" if he left the city.

ICE said a child's health is something agents consider when determining whether someone should be deported.

Advocate Ralph Isenberg, who runs the Isenberg Center for Immigration Empowerment, is working on her case. One appeal has been denied. But now he and Erica's attorney are asking for a year's stay on the deportation.

"We're simply asking that the woman not be deported," he said. "She made an error in 2010, and she's paid for that error."

"In the case of extreme family separation, you are permitted to parole or allow people in the U.S.," he said. "And this is clearly a case of extreme family separation."

Erica said if she's forced to leave the country, she will leave her children in Texas.

"My kids need to stay here to grow and get better," she said. "Why do they have to suffer for my mistake?"

ConAgra finally wins Ralcorp in $5 billion store-brand food bet

(Reuters) - ConAgra Foods Inc sealed a deal to buy Ralcorp Holdings Inc for $5 billion, more than a year and a half after first bidding on it, turning the maker of Chef Boyardee pasta into the top U.S. producer of store-branded foods.

ConAgra said on Tuesday it will pay $90 per share in cash, a premium of 28 percent to Ralcorp shares' closing price on Monday.

The deal creates a packaged food giant with $18 billion in annual sales -- from branded foods like Slim Jim meat snacks and Hunt's ketchup to foods that stores brand as their own.

It marks a victory for ConAgra Chief Executive Gary Rodkin, who began pursuing Ralcorp in March 2011 with an offer of $82 per share. After raising its bid twice, ConAgra walked away from its then-final offer of $94 per share, which valued Ralcorp at $5.2 billion.

"The circumstances were different than they are today, but the strategy is the same," Rodkin told Reuters. "We have been very, very true to our strategy."

Rodkin said last year ConAgra wanted to acquire more brands and expand its footprint in private label, where sales growth has often outpaced that of branded food, especially as offerings improve and consumer spending remains limited by lingering unemployment. The company has struck deals for several purchases since being spurned by Ralcorp.

The deal is also a win for activist investor Keith Meister, founder of Corvex Management, Ralcorp's largest shareholder. Corvex demanded in August that Ralcorp either sell itself, buy another company or change its strategy, after a disappointing performance following its refusal to talk to ConAgra and the subsequent spin-off of Post Holdings .

Meister, who founded Corvex in 2010 after seven years with Carl Icahn, joined the Ralcorp board in October.

The companies expect the deal to close by March 31 and modestly benefit ConAgra's financial results for fiscal 2013.

Separately on Tuesday, Ralcorp reported better-than-expected quarterly results, posting adjusted earnings of 92 cents per share versus analysts' estimates of 87 cents, according to Thomson Reuters I/B/E/S.

Ralcorp's shares rose 26.5 percent to $88.87 on the New York Stock Exchange. ConAgra shares rose as much as 5 percent to$29.68, their highest level in nearly eight years.

NO OVERLAP, MORE DEALS TO COME

Ralcorp is a top maker of private label cereal, pasta, crackers, jams and jellies, syrups and frozen waffles -- categories where ConAgra does not have a large presence.

"For the most part, we do not compete with ourselves," Rodkin said, noting that ConAgra plans to drive the private label business by bringing to it some skills of a branded company, such as product innovation.

The deal also broadens ConAgra's exposure to faster-growing retailers with robust private-label brands, like Whole Foods Market Inc and Costco Wholesale Corp , he said.

Shares of rival private-label food manufacturer TreeHouse Foods Inc also rose on Tuesday, as the offer for Ralcorp ignited speculation about deals involving TreeHouse.

For TreeHouse, the Ralcorp deal is "a positive catalyst" as it "temporarily ties up the two other major private-label buyers in the acquisition landscape," Suntrust Robinson Humphrey analyst Bill Chappell said in a note.

"With other strategic acquirers gone, financial players would surely struggle to bid up deal prices," said Janney Capital Markets analyst Jonathan Feeney.

ConAgra's Ralcorp purchase was valued at $6.8 billion including debt. It will be funded with cash on hand and new borrowings from BofA Merrill Lynch.

ConAgra said it will issue $350 million of equity. It will also maintain its annual dividend of $1.00 per share and significantly reduce share buybacks while it pays down debt from the deal. It hopes to resume merger activity later.

Centerview Partners and BofA Merrill Lynch are financial advisers to ConAgra, while Barclays and Goldman Sachs & Co are advising Ralcorp.

UK watchdog fines UBS over trading scandal

ZURICH (Reuters) - UBS was fined 30 million pounds ($48 million) by Britain's financial watchdog and put under extra scrutiny by its Swiss counterpart over failings that allowed a rogue trader to lose $2.3 billion.

Announcing the fine on Monday, the director of enforcement at Britain's Financial Services Authority (FSA) said the Swiss bank's risk control systems were "seriously defective."

Kweku Adoboli, a trader on UBS's Exchange Traded Funds desk in London, was jailed for seven years last week after admitting trading far in excess of authorized limits in the biggest fraud in British history.

"Failures of this type in firms of the size and standing of UBS not only damage the firms concerned but also wider confidence in the integrity of the markets and the financial system," the FSA's Tracey McDermott said.

In a separate announcement, the Swiss financial regulator Finma said it was examining whether UBS should increase capital to back its operational risks. A Finma spokesman declined to elaborate.

Espirito Santo Investment Bank analyst Andrew Lim doubted whether the Swiss regulator would push UBS to raise more capital because the bank was already in a strong position.

"The fine is immaterial and the steps on the capital front are also immaterial because they are so well capitalized," Lim said.

"Finma is just doing a 'belt and braces' approach and showing they are at the forefront on being tough on regulation," he added.

Since the government bailed out UBS during the 2008 financial crisis, Switzerland has drawn up tough new capital standards for its two global banks - UBS and Credit Suisse - that go beyond the new Basel III global rules.

UBS said on Monday it had made progress over the past year "reinforcing our position as one of the most financially sound global banks."

In its annual report, UBS said it increased its risk- weighted assets for operational risk to 58.9 billion Swiss francs ($63.36 billion) on December 31, 2011 from 51.9 billion francs a year earlier as agreed with Finma after the trading scandal.

TOO MUCH TRUST

The Swiss regulator on Monday said it is appointing an independent investigator to see whether the action UBS is taking to put things right after last year's scandal is proving effective.

Finma said the bank's control functions had been based too much on trust and that it had sent misleading signals by awarding bonuses and pay rises to Adoboli, even though he had breached the rules.

UBS said it accepted the regulators' findings and the penalties, adding it was pleased that the regulators had acknowledged the steps the bank has taken including disciplinary action against staff.

UBS Chief Executive Sergio Ermotti, installed after Oswald Gruebel stepped down over the scandal, announced a major restructuring last month to wind down large, risky parts of its investment bank.

Those changes will help UBS cut its total capital requirements under the Basel III rules to 17.5 percent from 19 percent.

Shares in UBS were down 0.6 percent by 0601 EDT compared with a 0.9 percent lower European banking index.

Pope appoints six cardinals who will elect his successor

VATICAN CITY (Reuters) - Pope Benedict made six non-European prelates Roman Catholic cardinals on Saturday, chipping away at the old continent's domination of the elite group that will one day elect his successor.

The new cardinals, ranging in age from 53 to 72, are from the United States, India, Nigeria, the Philippines, Lebanon and Colombia, and the decision to choose no Italians or Europeans looked like an attempt to counter criticism that he has in the past neglected the needs of the developing world.

Elevating the new "princes" in a solemn ceremony known as a consistory in St Peter's Basilica, Benedict said his appointments reflected "that the Church is the Church of all peoples".

"She speaks in the various cultures of the different continents ... amid the polyphony of the various voices, she raises a single harmonious song to the living God," he said in his sermon.

The new cardinals are American Archbishop James Michael Harvey, Baselios Cleemis Thottunkal, a major archbishop of the Syro-Malankara rite in India, Archbishop Ruben Salazar Gomez of Bogota, Archbishop Luis Antonio Tagle of Manila, Beatitude Bechara Boutros Rai, patriarch of the Maronite Catholic Church in Lebanon, and Archbishop John Olorunfemi Onaiyekan of Abuja.

All six are "cardinal electors," those under 80 years old and therefore eligible to enter a conclave that will one day choose Benedict's successor.

Benedict gave the new cardinals their ring and traditional red "biretta," or hat. He reminded them that they wear red vestments because they must be ready to defend the faith "even to the shedding of your blood".

The pope is a conservative on matters of faith and sexual morals such as birth control, homosexuality and the ban on women priests. Each time he names cardinals he chooses men who share his views and can shape the Church's future.

Cardinals are the pope's closest aides in the Vatican, where they run its key departments, and around the world, where they head dioceses to administer the 1.2 billion members of the Roman Catholic Church.

NO ITALIANS, EUROPEANS

Benedict was criticized in some Church circles last February when, in choosing his previous batch of cardinals, he elevated many from the Vatican's central bureaucracy. He was accused of neglecting the needs of the developing world.

But significantly, this time, there were no Europeans or Italians, groups who loomed large in past consistories.

With 62 cardinals electors, Europeans still have a slight majority in the 120-member group, but their numbers have shrunk to be about even with the rest of the world.

There are now 58 non-European electors and of them, 14 are from North America, 21 are from Latin America, Africa and Asia have 11 each and Australia has one.

Two of the new cardinals, Boutros Rai, 72, of Lebanon, and Onaiyekan, 68, of Nigeria, are from countries with significant Muslim populations.

The pope's decision to raise the two to the highest rank in the Church short of the papacy indicates his concern for relations between Christianity and Islam.

The pope visited predominantly Muslim Lebanon last September and called on members of both faiths to work together to build peace in the Middle East and beyond.

In Nigeria, which is about 50 percent Muslim, the Islamist sect Boko Haram has killed hundreds of people in attacks since launching an uprising in 2009. Many of the attacks have been on Christians and churches.

Thottunkal, 53, the Indian, is on the front line of inter-religious dialogue with Hinduism.

The other two, Gomez, 70, of Bogota, Colombia, and Tagle, 55, of Manila, come from predominantly Catholic countries.

Benedict has now named 67, or more than half, of the cardinals who will elect his successor from among their own ranks. The other 53 were named by Pope John Paul.

The pope's health appears to be good but he has been looking frail recently and has started using a cane.

Popes usually reign for life but in a book in 2010, Benedict said he would not hesitate to become the first pontiff to resign in more than 700 years if he felt no longer able "physically, psychologically and spiritually" to run the Catholic Church.

Harvey, the 63-year-old American, was the prefect of the Pontifical Household. He arranged the pope's schedule, including private and public audiences, and looked after world leaders visiting the Vatican.

He is now becoming the archpriest of the Basilica of St Paul's Outside the Walls in Rome.

In his previous post, Harvey was in charge of the pope's former butler Paolo Gabriele, who was convicted last month of stealing papal documents and leaking them to the media.

When the names of the new cardinals were announced last month, a spokesman denied that the promotion of Harvey was a means of removing him because of the scandal.

Magnesium oxide is particularly resistant to changes when under intense pressures and temperatures. Theoretical predictions claim that it has just three unique states with different structures and properties present under planetary conditions: solid under ambient conditions (such as on the Earth's surface), liquid at high temperatures, and another structure of the solid at high pressure. The latter structure has never been observed in nature or in experiments.

McWilliams and his team observed magnesium oxide between pressures of about 3 million times normal atmospheric pressure (0.3 terapascals) to 14 million times atmospheric pressure (1.4 terapascals) and at temperatures reaching as high as 90,000 degrees Fahrenheit (50,000 Kelvin), conditions that range from those at the center of our Earth to those of large exo-planet super-Earths. Their observations indicate substantial changes in molecular bonding as the magnesium oxide responds to these various conditions, including a transformation to a new high-pressure solid phase.

In fact, when melting, there are signs that magnesium oxide changes from an electrically insulating material like quartz (meaning that electrons do not flow easily) to a metal similar to iron (meaning that electrons do flow easily through the material).

Drawing from these and other recent observations, the team concluded that while magnesium oxide is solid and non-conductive under conditions found on Earth in the present day, the early Earth's magma ocean might have been able to generate a magnetic field. Likewise, the metallic, liquid phase of magnesium oxide can exist today in the deep mantles of super-Earth planets, as can the newly observed solid phase.

"Our findings blur the line between traditional definitions of mantle and core material and provide a path for understanding how young or hot planets can generate and sustain magnetic fields," McWilliams said.

"This pioneering study takes advantage of new laser techniques to explore the nature of the materials that comprise the wide array of planets being discovered outside of our Solar System," said Russell Hemley, director of Carnegie's Geophysical Laboratory. "These methods allow investigations of the behavior of these materials at pressures and temperatures never before explored experimentally."

President Alassane Ouattara named Duncan, a member of his allied PDCI party and foreign minister in the previous cabinet, as prime minister on Wednesday, after dissolving his government last week over a lack of coalition solidarity.

Charles Koffi Diby, the former finance minister who has been the lead figure in Ivory Coast's efforts to renegotiate its bond, will take over the foreign ministry, a statement from the president's office said.

Niale Kaba, an economist who served as minister of housing promotion in the previous cabinet, will serve as minister delegated to the prime minister responsible for the economy and finance.

Many people in Ivory Coast had predicted sweeping changes to the cabinet after the surprise dismissal of the ministers last week. Though the number of cabinet positions was slashed to 28 from 39 in the reshuffle, other changes were minor.

There were no changes at the defense or agriculture ministries in the West African state, which is the world's largest cocoa grower and also a significant coffee producer.

Duncan's nomination ensures Ouattara is sticking to a deal that saw the PDCI throw its weight behind him during a 2010 election run-off in return for the prime minister's job.

Duncan, an economist, has served as prime minister once before under former president Henri Konan Bedie and was economy and finance minister under Ouattara's premiership in the early 1990s.

"Overall I think there's no earthquake. What's interesting is that Daniel Kablan Duncan is the new prime minister and will also assume the economy and finance portfolios," Samir Gadio, emerging markets analyst with Standard Bank, said.

"One could even argue that the reform-minded duo who attempted to stabilize the faltering Ivorian economy in the early 1990s has been reassembled," he said.

Software firm SAP mulls Shanghai listing

FRANKFURT (Reuters) - German software group SAP is considering a listing in China to give the world's biggest business software firm the option of tapping financial resources in one of its fastest growing markets.

"We are looking into the possibility of a third listing," a spokesman said.

SAP will have to wait until China has finalized plans to set up an international board in Shanghai to attract foreign listings.

China has been talking about the launch of an international board on the Shanghai Stock Exchange. It was about to kick off the new board in the second half of last year but the move was delayed by the euro zone debt crisis.

SAP is already listed in Germany and New York.

The group, which competes with Oracle, IBM and Microsoft, wants to invest $2 billion in China by 2015.

It also has a mid-term sales target of 1 billion euros ($1.29 billion) for China, which in the third quarter showed a 40 percent growth in software sales, making it SAP's sixth-largest market.
